During Daylight Saving Time (DST) we notice that certain shifts have coverage gaps that don't make sense. Why is this happening?

A shift automatically adopts the time zone of the user who created it. As a result, when DST occurs for specific regions it may result in an undesired shift gap.
For example, if a user creates a shift in Mountain Standard Time (MST) it will look different to a user in Pacific Standard Time (PST) during DST as Mountain Standard Time does not observe DST.
