Grouping/Linking Related Incident Automatically

In the UI there is a "Linked Incidents" section.  Is there any way to automate this, either from a Workflow or elsewhere?  For example, when Initiating a new Incident from inside a Workflow, automatically linking to any open Incident with the same title.  This would be very helpful as we tend to get duplicate Incidents.  Thanks!!
