Feature Request: Add notices from xMatters Admins on Dashboard

As the xMatters owner and sole admin of my production instance, it would be great to add an option where I can post an "important" message that is viewable on all users' dashboards in xMatters -- to inform them about outages or specific features.

This would be extremely useful instead of manually searching for a specific role of users and then emailing them individually about such notices.

Once users log into their dashboard, they will see the important message each time.

       I've seen that kind of thing in a lot of applications. Helps keep that transparency and a heads up of things as you mention. I'm curious, do most of your users login to the UI? We've found that generally it's a small subset of users who actually get into the xMatters UI, if they even have permission to do so! Instead their primary interaction with xMatters is through the notifications. 

    So I'm wondering, what if you set up a dynamic team with composed of the roles you want to deliver this information to, then set up a new workflow with a WebUI enabled form. Then, when you have some important information to give users, you can use this WebUI form to trigger the event and target your dynamic team. You can even tweak the form layout to target specific devices so you aren't harassing people too much. 

    Do you think that kind of thing would work for your organization?
