I installed xMatters agent on Solarwinds Orion, don't see service running on my Windows Server 2016. I am getting 'You must be a registered user of at least one xMatters Agent to configure this integration when trying to create configuration' for Solarwinds Orion.

Under the Developer/Workflows tab > Agents > Installed, do you see the agent listed? If so, click Details and see if you are listed under Registered Users.
If you don't see the agent on the list, i'd guess the service not running on your server might be part of the problem. Can you manually start the xMatters service? (https://help.xmatters.com/ondemand/xmodwelcome/xmattersagent/install-xmatters-agent.htm#restart-agent)
