SMS Unicode letter replacement in the Philippines

Issue

SMS messages arrive to the recipient with letters that contain accents replaced with characters from the Roman alphabet.

Answer

Some telecommunications carriers in the Philippines do not support Unicode characters.  Messages that contain the characters do not reach their destination.  In order to ensure message delivery, our service providers are replacing Unicode characters with plain text characters.
