Escalation time

Should be a simple question, but couldn't find an article directly addressing it (that I understood I guess).

If a user has 3 "devices"/methods of receiving alerts, with escalation delays between each device and is in a group/shift where they what would happen to an event escalation? Would it first esclate through their 3 devices, the finally follow the group escalation?

Let's say Kyle has his phone, email and SMS messages, set with 5 minutes each. He's on call and his peer is set with a 10 minute escalation wait time.

So would it take 5 (missed phone) + 5 (missed email) +10 (missed SMS) minutes after the event escalates to his peer?
