Hi Marina,
We don't have any specific advice as to where to get the best information for real-time event information in India. I will defer to the community though if they have sources they access for this kind of information. Just doing a quick google search may reveal some sources you can look upon. You can maybe talk more about what you are trying to do with this and how xMatters fits into the picture (i.e. are you trying to automate some sort of alerts to go out? Are you just trying to find out when there is an issue so you can proactively start reaching out to people? Etc...)
