We need a weekly automated email to be sent to our Email DL mentioning who all are the Primary and Secondary Onshore and Offshore OnCalls for our Group. Can anyone let me know how this can be done ?

Can you elaborate on the purpose of these e-mails? Is it to notify the people on call that their shift is coming up or is it to notify a larger audience who the on-call is?
You can configure On-Call reminders for individuals so they know when they are on call but you mentioned a distro you wanted to notify.

Right now about the only thing you can do is create a user and e-mail device then maybe automate some script to pull the on-call and send it in the body of an xMatters message, maybe as a custom workflow then you need to trigger it every week when you want to send it.
At this time we don't have anything that touches on-call other than the reminders or our API but between the two you should be able to find a solution.
