Rotate shift members by pairs

I have team members that work in pairs.  I would like to use the rotation capability but I would like it to rotate these pairs.  For example:

  • Bob/Bill
  • Fred/Sue
  • Nancy/Alex

I have a delay between the first slot and the escalation to the rest of the team.  When Bob/Bill week is done and there is a rotation, I want to be Fred/Sue who are notified first.  I want the rotation done in pairs.

Can this be done?
