Missing the "Any" option in Subscriptions

We are attempting to allow users to subscribe to any event coming from a communication plan, and after reading the following documentation it looks like we should have an option labeled "ANY" in the criteria for the subscription:

This doesn't seem to be an option in our instance, can someone give a more clear example of how to allow standard userts to subscribe to any event coming from a particular form/ comm. plan?
