I believe the field validates whether the address meets standard email format requirements (as explained so handily in Wikipedia). As long as there's nothing violating those rules, the email address should be accepted.
One caveat though: special characters (such as spaces) in an email address can sometimes interfere with form initiation, depending on the email provider/client you're using.

When I use "&" in the email address i'm getting a message as "Enter a valid email address", though it is accepting the email address with '&' symbol the emails are not triggering to those email address.
Have you tried sending to that email from an external email account... like a Yahoo, Gmail or other system? That would help determine if it is actually a routing issue into your company, or if it is getting held up somewhere in the xMatters system.
