Seems like every now and again we are not getting push notification sounds. 5 minutes later it will be working fine.

Yes, we experience this occasionally as well. However typically it will last for at least 8 hrs affecting only a subset of users, all other push type notifications from other sources still work just not from xmatters.

I haven't noticed any issues myself. Which platform are you using, Android or iOS?
if iOS, have you updated to iOS 9?

Have not had any users report this since IOS 9 has been out. As I said we only see this occasionally I suspect - it's hard to be accurate. you don't know you've missed a notification or had one delayed unless you're sitting next to someone when it comes through.
We've seen it both on IOS and Android devices in the past.
