I have a need to set up one schedule to happen on the 1st and 3rd Sunday of the month. Then another for 2nd and 4th Sunday of the month, then have them repeat starting on the next 1st Sunday of the month. Because of the available scheduling functionality - it appears as if can't be done.
=> Is there a way to do this?

Man, I was trying to get to your post all day, but kept getting distracted.
I'm thinking you are correct, explicitly setting 1st and 3rd, then 2nd and 4th Sundays doesn't seem completely possible because they wrap.
I set up a schedule for November and it breaks down after the fourth Sunday. (Assume the coverage names are 1st&3rd Sunday and 2nd&4th Sunday)
11/02 (first Sunday): 1st&3rd Sundays
11/09 (second Sunday): 2nd&4th Sundays
11/16 (third Sunday): 1st&3rd Sundays
11/23 (fourth Sunday): 2nd&4th Sundays
11/30 (fifth! Sunday): 1st&3rd Sundays .... Uh oh!
12/07 (first Sunday): 2nd&4th Sundays.... Uh oh!
Who would you expect to be on call the week of 11/30? Would the 2nd&4th Sundays coverage take that entire two weeks? I'm pretty sure they would end up covering a lot more actual time because they take the "remainder" of the month.
Oh, also would these be a 24 hour coverage? So they would be on call for the entire 24 hour day, or just part of it?

5th Sunday - IF there is a 5th Sunday, the 1st time it is encountered, the 1st&3rd 'Sunday' schedule gets it. IF there is a 5th Sunday, the 2nd time it is encountered, the 2nd and 4th 'Sunday' gets it, etc. I know - complicated. 24 hours coverage - Midnight Central time US.

Another xPert sums it up like this:
"As far as I know, we can’t do the 1st Sunday of every month. We can do every 4th Sunday or every other Sunday, etc – but not the Nth of each month. I don’t think we have a way to do that. Typically, that is an unfair way to schedule people because there are not the same number of days each month – and of course not even the same number of Sundays every month. The questions Travis asks are good – because somehow there is always leftover days"
So actually, I realized there is a way to do this... You can create a bunch of One-Time Coverages instead of the recurring coverages. So, taking November again, you would create a One-Time coverage for Nov 2-8 and use Team "A", then create another One-Time for Nov 9-15 and use Team "B", then again for Nov 16-22 again using Team "A", then Nov 23-Dec 6th using Team "B", etc. Build it out for a month or two, then set a calendar appointment to remind you to update it.
