Multiple escalating shifts (with user rotation in each by week)

My requirement is a Monthly schedule rotating on a weekly basis, with three teams broken out as Primary, Secondary, and Manager with escalation in that order.    As shown below, each team has their own weekly rotation, along with escalation.  Is this possible in xmatters, as I'm stumped and tired of doing manual intervention every week for Secondary and Manager?  Thanks!
