Specifically has SMS / Voice alerts been tested with Mobile Network Operators in India?

We only have a list for SMS because it's subject to so many more controls and regulations than voice is. I can tell you, however, that we do have existing customers who use voice notifications in India right now.
We also list available country codes within the product that serve as a pretty good indication of whether we're configured for voice notifications in each country. If you find something that seems to be missing, just let us know and we can look into adding that for you.
But yes: voice alerts have definitely been configured, tested, and enabled in India.

Also note that the lack of a local SMS number doesn't mean we can't deliver a text into the country. For those countries we will attempt to deliver a message using a UK number. That might mean the message doesn't get through, or the "from" number gets changed so a reply can't be sent. The behavior is constantly changing, and it is actually carrier-by-carrier based - if memory serves, I believe there are nearly a thousand mobile operators. So we have to get down to specific mobile operators to answer the question.
